Ice Queen: Urban fantasy

Her skin bore the frigid touch of winter despite the summer heat wave that was baking the city. Lou bent down and touched one gloved finger to her cheek. He jerked his hand away, startled. It wasn't just makeup. Her skin was cold as ice, as if she'd been saving all the cold of winter up for one extravagant burst in the middle of summer. He stood up and backed away from the body, trying to get a better understanding of the scene. She wore a silver dress, fancy, and covered in what looked like sparkles...but having touched her, he wouldn't bet against them being actual ice crystals. Jack Frost had sure done a number on her, he thought.
Inspiration: Wishful thinking, maybe? It's hot as hell right now. Or it could have been my glass of ice water.
Story Potential: Medium-high.
Finished Length: Smells like a novel, but I don't have a good understanding of how mysteries are paced yet.
Notes: Desite the "Jack Frost" bit, I don't think this is a "freezing" serial killer. It was just a bit of inappropriate metaphor.... I mean, sure, it could be that there have been a number of murders like this, but I think that it is, so far, just the one woman. I'm thinking of kind of an urban legend, urban fantasy sort of feel. Urban detective stumbles into fairyland, sorta. Not terribly innovative, but something about all that cold appeals to me.
